My mom has found a location for the restaurant and has a business plan & all, but because of her credit she is not able to obtain a loan from a bank. She has tried borrowing the money from family/friends and each time they say they will help out & then dont. Should we look to government grants? What else can we do with so few options?

Lets focus on the positive and that is you know that you wnat this restaurant.Gov Grants can take awhile and it sounds like you are ready to get started ASAP.
