Royalties for t-shirts, buttons, ect

I have seen a lot of people making their own shirts & buttons and selling them with celebrity pictures on it. Is this legal or do you have to pay some royalty? I wanted to do something or another but Im scared to get in trouble.
      Answer1:If you use a celebrities likeness, they have the right to sue for their share of the profits. If you want to do it the right way, you send them a letter of intent and ask permission, especially if for a cause or charity and it may be royalty free. If its purely for profit, expect to pay the person.I imagine a lot of people do use likenesses without royalties being paid. If they are caught and sued, they can lose a lot. That not only means what they sold but even more. Your choice if you take the risk or not.
