What does usps do when you are not home at delivery time and its going to rain

I got a usps package tracking email and hour ago. It says "delivered" but I do not have it. Where is my package? Should I be worrying? Could my package be with my neighbors? Or is it still at the post office?.--Answer1:They sell it on EBAY
