Hey, I had an eBay transaction where I did not receive the goods that I purchased. The seller appears willing to refund me but does not want to issue a refund that will come out of her checking account because she has not enough funds to cover the refund. PayPal is holding the money because of the dispute, if she refunds will it come out of the held funds or her checking? I need to know how the seller can do this so I can get my refund..--Answer1:She needs to contact Paypal and tell them that she reached a decision with you and she needs to refund the transaction.
